My Recent Activities (Week of 2/9)

Tuesday was a Yuba County Board of Supervisors meeting, and a link to the agenda is here.  Highlights include:

  • Health, Human Services & Community Well-Being:  Approve multiple health and human services items, including medical education scholarships, substance-use disorder assessment services, population health needs assessment funding, and receive a quarterly Health & Human Services update. 
  • Transportation, Airport & Infrastructure Actions:  Authorize the Airport Manager to apply for and administer FAA grants for capital improvement projects, adopt updated Caltrans consultant selection procedures, and approve an amendment for engineering and construction support on the East Linda Gateway / Lindhurst Corridor Revitalization Project. 
  • Governance, Appointments & Regional Representation:  Make several appointments and reappointments to regional and county boards, including the Feather River Air Quality Management District, Agency on Aging, Historic Resource Commission, Community Services Commission, and the Yuba County Law Library Board of Trustees. 
  • County Policies & State Advocacy:  Consider updates to the Yuba County Administrative Policy and Procedures Manual and approve a letter opposing the elimination of statewide Medi-Cal Mobile Crisis benefits. 
  • Presentations & Closed Session:  Receive a presentation from Chico’s Pallet Shelter, hear the quarterly HHS update, and conduct closed-session discussions related to litigation and liability claims involving the County.

  • Sacramento Area Council of Governments (SACOG) Strategic Planning Committee meeting (agenda)
  • Rural County Representatives of California (RCRC) Executive Committee meeting (agenda)
  • Golden State Finance Authority (GSFA) Executive Committee meeting (agenda)
  • Golden State Connect Authority (GSCA) Executive Committee meeting (agenda)

Additional meetings on my calendar this week included a meeting with the state to talk about the Gray’s Beach area, a SACOG agenda review meeting, a discussion with county staff about the Plumas Lake CDP boundary, a screening of the Yuba Water Agency film The Day the Levee Broke, and an RCRC-hosted meet and greet with gubinatorial candidate Tom Steyer, and an American Leadership Forum (ALF) monthly session.    There was also a Wheatland City Council meeting on Tuesday evening (agenda)

Community events on my calendar this week included the 2025 California State Association of Counties (CSAC) Awards Dinner in Sacramento and the 9th Reconnaissance Wing awards ceremony at Beale AFB.

 

My Recent Activities (Week of 2/16)

I was out of town on a Western Caribbean Cruise with friends and family.  Ports of call included Costa Maya, Mexico, Roatan, Honduras, and Cozumel, Mexico.  It was a great time.  This week, there was an important meeting of the Yuba Water Agency board of directors related to the Penstock Incident.  Unfortunately, the Brown Act prohibited me from officially participating in the meeting, but I was able to listen in to ensure I was informed of the current status.

 

My Recent Activities (Week of 2/23)

I spent the first part of this week in Washington DC for the National Association of Counties (NACo) conference.  I missed the first few days of the conference due to my vacation the prior week, but still attended multiple general sessions, a West Region Caucus meeting, a policy summit on federal transportation policy, and several receptions with my colleagues.  In addition, I had a one-on-one meeting with Congressman Thompson to discuss several items of importance to Yuba County and Yuba Water Agency, including the impacts of HR1, the Lindhurst Ave & North Beal Rd Safety Project, and the Yuba Water Penstock Incident.

There was a Board of Supervisors meeting this week, but I didn’t attend due to being at the NACo conference.

  • Rural County Representatives of California (RCRC) SGMA Ad Hoc Committee
  • Yuba Sutter Foodbank Board of Directors meeting

Additional meetings on my calendar this week include a webinar on freight railroad technology, a monthly legislative update from RCRC, a “need to know” breakfast with the Yuba College president, and a U2 solo party at Beal AFB.

 

Looking ahead to this week (Week of 3/2)

Tuesday will be a Yuba Water Agency Board of Directors meeting, and a link to the agenda is here.  Highlights include:

  • Colgate Penstock Incident – Workers’ Compensation Policy:  Consider approving a policy to ensure a consistent and fair approach to workers’ compensation claims for employees directly impacted by the Colgate Penstock incident. 
  • Emergency Contracting Actions – Repair Work Update:  Review ongoing emergency contracting actions related to the Colgate Penstock rupture and determine whether to continue emergency authority while repairs remain in progress (4/5 vote required). 
  • Delegation of Authority for Government Claims: Consider adopting Resolution No. 2026-11 to delegate authority to the General Manager to process and act on Government Claims Act claims related to the Colgate Penstock and Tunnel Outage incidents, helping streamline response and claims handling. 
  • Closed Session – Labor & Litigation:  Conduct closed session discussions regarding labor negotiations (IBEW Local 1245) and anticipated litigation/significant exposure related to the Colgate Penstock incident. 
  • Routine Agency Business: Approve prior meeting minutes and receive Manager and Director reports.

  •  Golden State Connect Authority (GSCA) Special Executive Committee Meeting

Additional meetings on my calendar this week include a SACOG agenda review, a lunch with Yuba County CDSA leadership, a Hard Rock development update, and the Northern California Water Association (NCWA) annual meeting.

Community events on my calendar this week include the Yuba Sutter Chamber Ribbon Cutting for Quenchies & Munchies in Marysville.
